THE CASTLE AND THE COMMUNITY

The creation of the princedom led to the first stable form of government for the community of Selva and Levico.
Under the control of the castle, the population was organised into a vicinìa which consisted of the heads of households who had rights over the communal land and, therefore, could take part in the public assemblies.
The vicinìa had the job to regulate the relations among the members of the area as well as manage the large amount of communal property, such as the forests and pastures. The vicinìa nominated several administrators to perform these duties, including two sindici or town leaders, judges to resolve conflicts and saltari who were in charge of the management of the saltus, which were the common forests or uncultivated areas.
The main administrative rules for the territory around the castle were constituted in 1431 with the writing of the so-called Statuto et Ordinamento Communitatis Levigi et Silvae. A copy of this document, dated 1569, can be found in the historical archive of the library in Levico and represents the oldest testimony of administrative activity in Levico.
